두 지정된 문자가 UTF-16 서러게이트 쌍을 이루는지 여부를 결정합니다.

highSurrogate	char_t	high surrogate인지 테스트되는 문자
lowSurrogate	char_t	low surrogate인지 테스트되는 문자

ReturnValue

지정된 문자가 서러게이트 쌍을 이루면 true, 그렇지 않으면 false

지정된 문자 버퍼에서 연속된 두 문자가 서러게이트 쌍인지 여부를 결정합니다.
